National Commercial Work Conference on Mechanic, Electronic and Hi-tech Industry was held in Zhengzhou, Henan on February 28 to 29. Mr. Jiang Yaoping, Vice Minister of Commerce attended and addressed the conference.

Vice Minister Jiang said that exports of mechanic and electronic products and imports and exports of hi-tech products and processing trade all surpassed one trillion U.S. dollars in the year of 2011, setting a record high. Among that, exports of mechanic and electronic products reached US$1.08 trillion, accounting for 57% of foreign trade exports, and has maintained the status of the largest category of exported commodities for 17 consecutive years.

Vice Minister Jiang pointed out that in 2011, focusing on “stabilizing growth, adjusting structures and promoting balance”, national commercial systems of mechanic, electronic and hi-tech industry have launched a lot of fruitful works and made a contribution to the steady growth of China's foreign trade as well as adjusting the structure. In 2012, influenced by the shrinking external demands and increasing overall costs, growth of exports of mechanic, electronic and hi-tech products are more difficult. Confronted with complex situations, China’s imports and exports of mechanic, electronic and hi-tech products have great potentials for China's export of mechanic and electronic products accounted for only 15% of the share of the world. Meanwhile, imports of mechanic and electronic products are expected to reach US$4 trillion during the 12th Five-Year plans period.

Vice Minister Jiang stressed that mechanic, electronic and high-tech products are an important carrier of stabilizing the steady growth of foreign trade and adjusting the structures. National commercial systems of mechanic, electronic and hi-tech industry should seriously implement the deployment of the central economic work conference and the national commercial work conference, concentrate on “stabilizing growth, adjusting structures and promoting balance”, and do well the job. In regards to “stabilizing growth”, national commercial systems of mechanic, electronic and hi-tech industry should stabilize policies for processing trade and traditional markets in Europe, U.S. and Japan, and deepen development of developing countries and emerging markets. As for “adjusting structures”, national commercial systems of mechanic, electronic and hi-tech industry should accelerate the development of new technology, brand, quality and service as its core competitiveness for supporting the building of automobile, ship export bases and innovation base of science and technology. During the 12th Five-Year plan period, national commercial systems of mechanic, electronic and hi-tech industry have actively promoted the building of 25 industries, 200 export bases and 2,000 enterprises; standardized the export order of key products, and supported the establishment of a sound marketing service system overseas; promoted the international development of the emerging strategic industries, and cultivated new growth points; and steadily promoted the upgrading of processing trade and gradient transfer. For “promoting balance”, national commercial systems of mechanic, electronic and hi-tech industry should implement positive promotion strategies for importing mechanic and electronic products, and continue to urge the United States and Europe to relax the export controls of high-tech products to China, promote import facilitation, and promote balanced development of import and export.

About 150 responsible officials from the departments of the State Council, provincial governments, autonomous regions, municipalities directly under the central government, municipalities separately listed in the state planning, Xinjiang Production and Construction Corps, Chambers of Commerce, and Associations attended the conference.
