本国家新组装、制造和进口汽车气态污染物排放第五级技术法规草案，规定了第五级气态污染物排放限值、排气试验和方法、管理和执行第五级气态污染物排放技术安全质量检验的要求以及环境保护。
本国家技术法规草案适用于汽车制造、装配单位、汽车零部件制造、进口企业以及从事汽车、汽车零部件管理、检验、检测的组织机构。

This Draft National Technical Regulation on the fifth level of gaseous pollutants emissions for new assembled, manufactured and imported automobiles specifies the emission limits, exhausting test(s) and method(s), requirements for management and performing of the fifth level of gaseous pollutants emissions on quality inspection of technical safety and environmental protection.
This Draft National Technical Regulation applies to automobiles manufacturing and assembling establishments, enterprises manufacturing or importing automobile components and organizations and agencies involved in the management, inspection and testing automobiles and automotive parts
