WTO.欧盟通报第901/2014号法规草案的修订案，涉及将两轮、三轮和四轮车的型式认证程序模板改编为环境步骤EUR5和EUR5+的要求

第2019/129号法规除其他修正案外，还引入了对车载诊断（OBD）系统以及适用于试验类型I（冷启动后排气管排放）、试验类型IV（蒸发排放）和试验类型V（耐久性试验）的要求和排放限值的新要求的交错应用。按照该时间表，欧洲5级环保措施将分两个阶段实施：第一个阶段将于2020年1月1日起实施，第二个阶段将于2024年1月1日起实施。所附的实施法案草案在行政型式认证模板中详细说明了哪些车辆符合第一阶段的环境步骤“欧5”标准，哪些车辆符合第二阶段的环境步骤“欧5+”标准，以促进型式认证过程，便于国家管理机构识别。

Regulation (EU) 2019/129 introduces, among other amendments, a staggered application of new requirements for the on-board diagnostics (OBD) system and for the requirements and emission limit values applicable to test type I, (tailpipe emissions after cold start), test type IV (evaporative emissions) and test type V (durability testing). Following this timetable, the environmental step Euro 5 will be applicable in two stages: the first one will be applicable as of 1.1.2020 and the second one as of 1.1.2024.
The enclosed draft implementing act details in the administrative type-approval templates which vehicles are compliant with the first stage, identified as environmental step "Euro 5", of those compliant with the second stage, identified as environmental step "Euro 5+" to facilitate the type-approval process and to allow national authorities their identification.（技术服务中心）
