WTO.墨西哥通报官方标准草案PROY-NOM-011/1-SCT2/2020：运输某些类别的危险物质或按例外数量包装的材料规范-运输产品规范，包括运输至最终消费者的规范

墨西哥官方标准草案旨在制定适用于特定类别危险物质或材料（危险货物）的安全规定，这些危险物质或材料应按照例外数量进行适当包装，以运输至最终消费者和或向公众销售。用于运输供最终消费者使用或向公众销售的产品，可采用危险品专用货物以外的单位运输。
根据《危险品和废物陆路运输条例》第48.2条，从第5条所指的获得许可证的要求，使用一般交通路线运输某些类别的危险物质或材料（危险货物）和产品供最终消费者使用或向公众销售的道路运输工具，应分别以例外数量和少量进行适当包装，免于获得上述许可证的要求。

英文原文：
The notified draft Mexican Official Standard seeks to establish safety provisions governing certain classes of hazardous substances or materials (hazardous goods), duly packaged/packed in excepted quantities for their transportation and/or products for the final consumer or for sale to the public, made from any hazardous substance or material, which may be transported in units other than those for specialized cargo for transporting hazardous materials.
Road transporters using general communication routes to transport certain classes of hazardous substances or materials (dangerous goods) and products for the final consumer or for sale to the public, duly packaged/packed in excepted quantities and small quantities, shall be exempted, respectively, from the requirement to obtain the permit referred to in Article 5, in accordance with Article 48.2 of the Regulations on Land Transport of Hazardous Materials and Waste.
