 WTO.欧盟通报欧委会授权法规草案补充了欧洲议会和理事会第2019/2144号法规（EU），规定了有关驾驶员睡意和注意力警告系统的机动车型式认证具体试验程序和技术要求的详细规则，并修订了附件二以及欧洲议会和理事会第2018/858号法规（EU）附件二

目前，还没有欧洲新车评估计划（europeannewcarassessment Programme，NCAP）协议来测试车辆驾驶员的睡意和注意力警告（driver drewisness and attention warning，DDAW）系统。此类系统的开发是针对研究团队、汽车制造商和供应商的，因此，本法规的规定涵盖了人机界面方面和环境，其中DDAW必须警告驾驶员。
该测试方法基于在模拟环境或测试车辆中与人类参与者进行的测试，结果是成功的睡意警告和未能警告驾驶员的汇编。本法规提供了制造商和技术服务机构用于测量驾驶员睡意的参考量表。制造商可选择使用替代测量方法，在这种情况下，必须对过程进行正式记录，并提供与本法规中规定的参考量表等效的方法。
技术服务部门将评估技术文件和制造商执行的测试结果，并可重新运行系统可预测方面的测试。车辆制造商必须提出至少一个测试协议，以检查DDAW系统向驾驶员提供警告的能力。技术服务部门将根据本测试协议进行测试。

Currently, there are no EURO NCAP (The European New Car Assessment Programme) protocols for testing vehicles' driver drowsiness and attention warning (DDAW) systems. The development of such systems is specific to research teams, car manufacturers and suppliers, therefore, the provisions of this Regulation cover the human machine interface aspect and the environment, where the DDAW must warn the driver.
The testing method is based on tests run with human participants, either in a simulated environment or in a test vehicle, and the results are a compilation of successful drowsiness warnings and failure to warn the driver. This Regulation provides a reference scale to be used by manufacturers and technical services to measure driver drowsiness. Manufacturers may choose to use alternative measurement methods, in which case the process must be duly documented and equivalence to the reference scale set out in the Regulation has to be provided.
The technical services will assess the technical documentation and the results from the tests performed by the manufacturers and may re-run tests on predictable aspect of the system. Vehicle manufacturers have to propose at least one test protocol for checking the capability of the DDAW systems to provide a warning to the driver. The technical services will carry out testing in accordance with this test protocol.
