 WTO.欧盟通报修订欧洲议会和理事会2018/858号法规（EU）附件十的委员会授权法规草案，涉及车辆车载诊断信息、维修和维护信息的标准化访问，以及访问车辆安全信息的要求和程序

所附授权法案草案详细说明了通过制造商网站标准化访问汽车维修和维护信息的技术要求，以及独立运营商访问车辆安全功能的认证、批准和授权程序。
它还阐明：1）导致车辆排放或安全性能降低的行为不应视为合法的商业活动；2）通过车载诊断标准化连接器提供的数据流应包括排放、安全和维修和维护信息，并可用于相关用途。

The enclosed draft delegated act details the technical requirements applicable for the standardized access to automotive repair and maintenance information through manufacturer´s websites and the procedure of accreditation, approval and authorisation of independent operators to access to vehicle security features.
It also clarifies that: 1) actions leading to the reduction of emissions or safety performance of vehicles shall not be considered as a legitimate business activity; and that 2) the data stream provided through the OBD standardised connector shall comprise emissions, safety and repair and maintenance information, and can be used for related purposes.
